XML Schema - development tools?

    Can anyone suggest any open-source XML Schema development tools?

    Ideally something like (Emacs psgml-mode/nxml-mode) would be ideal.
    This is for W3C XML Schema development rather than developing XML
    documents against an existing schema.

    I have used Oxygen XML which is very good but a commercial product and
    I also know XML Spy has the capability.

    My preferred O/S is Linux but it could be something that runs on
    Win-blows if necessary.
    Any useful suggestions appreciated.
