"..." as a function parameter?

Hello,

I have never seen this before. Admittedly, I am not an experienced C
programmer but there is nothing in my old textbook and searching the web for
information on three dots didn't get me anywhere because of the way they use
the ellipses in the search engine databases.

Can someone tell me what it is and why one would use it? The first and only
time I've seen it is deep inside a PCI software modem driver.
