C# and .net framework

Is there a way to build a c# application so that the user of that
application doesnt have to install the .net framework?

I don't mean to be hard on your here but honestly I must see this question
at least twice a week in the various forums I hang out on.

If C# didn't require the framework why would you have to install it to
program with it?
