Is there a simple way of creating an image map for a svg object
instead of a jpg/png file, without resorting to javascript? Help much
appreciated.

Why would this depend on the format of the image file? How did you expect to
create an image map? A client-side image map, created with <img> and <map>
markup, does not depend on the image format. (And it's a bad idea in over 90
% of cases where people use it, namely when used for navigation without any
inherent two-dimensionality.)

Can you provide a source for this 90% figure or were you just making
the number up to enhance your point that "most" cases are bad? (which
I agree with)

Like 82.6% of all percentages, it was just a made-up figure. However, there
was some informal personal experience behind it: I think I have seen
hundreds of sites that use client-side image maps or similar techniques, and
just a couple of them made sense and were improvements over simple lists of
links.
