Extending the Enumeration interface

Is there a way to extend the Enumeration interface, or any interface for
that matter, so that a declared method can throw additional Exceptions?

If you think of the throws declaration as a promise /not/ to throw any
(checked) exception /except/ those mentioned, then it all makes sense.
Subclasses are not allowed to override a method with something that would break
the promise.
