If you read the actual CERT article, it says (at the bottom of a long list
of other potential solutions), "use a different browser." CERT did not come
out and say, "hey you, hey everybody, stop using IE."

Please stop spreading FUD, especially in places like this, where it is
completely and absolutely off-topic. The "press" does that enough as it is.

There's no difference to a native English speaker: if you "use a
different browser than IE" for the forseeable future then you have
"stopped using IE."
