I have created a new WebApplication WebApp1 which contains a sub WebApp2.
Example: http://server/WebApp1 and http://server/WebApp1/WebApp2.
Both WebApp1 and WebApp2 contain a web.config file with <appSettings>.
When I'm working online, WebApp2 can read the combinened appSettings of
WebApp1 and WebApp2 as expected. When I'm offline, WebApp2 can read nothing
and WebApp1 as expected. It seems that the web.config of WebApp2 cannot be
found in offline mode.
Is there any workaround?
