It moves from column to column starting on the left and selects a random valid column. At each step, all columns that would lead to invalid solutions are deleted from the set of possible columns. The second step is to fill the ticket with real values. It just replaces the 1s from the creation with allowed values. I didn't implement the creation of the complete book.
