Remote debugging

I'm getting the "Unable to start debugging on the Web server: Access denied"
message. I've tried everything I can from various sources. I'm an
Administrator; I'm a Debugger Users. I can manually attach, but I need to
be able to directly debug.

All roads seem to lead here. Can anyone suggest some definitive resources
to help me diagnose and correct this problem?
