Does anyone know, if there is a free RTL viewer for Altera.

there is rtl veiwer inbuilt in quartus of version 4.0 or above...see if
can get that version

yes but you can't use it in the webpack (free edition)

The rtl viewer is actually there, but requires a license to work.
