This is kinda complicated. Please open up

Find the dropdown labeled Environment. Select Production. You'll see
that a div just below it, as well as an entire <tr> above it, are
displayed. This is good. However, it currently displays those items
when that one selection is made from the dropdown. I have been
requested to make it appear when 2 conditions are met:
1. The user selects Production from the Environment dropdown.
2. The user selects Problem from the dropdown called Type of Ticket
(first row, far right)
I am not sure how to put that into my IF statement.
Please feel free to do some hand-holding, as I am not a strong JS guy.
