If after I login using forms authentication in one browser window, should I
be able to access a secure page in a 2nd browser without having to login?

  2. Only if one of the windows was opened from the other window, in which case
they will probably share cookies (incl. your authentication cookie). If the
two windows represent separately launched browser instances, then they would
    not normally share cookies.
