I would like to validate two controls so they can't be the same value
so I used CompareValidator with operator "NotEqual" but I would like
that CompareValidator doesn't validate if control value is less then 0
(I used default value -1 for first line in DropDownList and I want to
be able to leave DropDownList without selection)
