Cryptography Issue

I'm having the issue with an asp web service not having access to the Cryptographic Service Container (CSP). Yes, I've read the knowledge base article, and I've read numerous newsgroup solutions. I am doing everything they suggest, and I STILL have this issue

I'm creating the key and storing it in a container USING the CspProviderFlags.UseMachineKeyStore flag. I have given the ASPNET user full permission on the C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto\RSA\MachineKeys directory

All this and I still have the issue

Can anyone please help? This is driving me insane
