I tried to access FastCGI for Ruby but the site seems to have bad
permissions on the download and homepage link.

for the next few days.
eli (the server) is about to be put to rest...
anyhow, the dead page is nothing more that the html output of
http://eli.fsl.noaa.gov/jim_freeze/fcgi/ruby-fcgi-0.8.4/README
so this should get you going...
