What are some causes of a "FileNotFoundException (Access Denied)"
error when the file exists? What could cause access to be denied?

Operating system permissions. Note that this exception has nothing to do
with Java permissions: they would cause an AccessControlException.

On Vista files have owners. There are permissions for who can do what
to a file.

On top of that you may be excluded because the file is in use.
Sometimes rebooting will clear a stuck in use flag.

Then you can try to write a read-only file.
