Form directs user to wrong thankyou page

I am trying to make my form direct the user to the correct THANKS.HTM page
when the submit the form. They keep going to the wrong THANKS.HTM page.

Here's where I want the form to send them...

But they go to another on my pages. Can you spot my error?
I'd appreciate any help.
