GUI tool/way to layout RHTML? Any doc on differences between html and supported rhtml?

1. Wordpad clunky for rhtml. RDT and Eclipse not good enough or I am using
it badly. Is there a better tool that people like for creating a layout for
drag and drop of widgets, tables, fonts, and so on,

2. then validating that all the tags are paired and syntacically correct

3. outputting useful HTML

4. converting and redireting output to approp Rails subdir in compliant
..rhtml format
