You can add a key in web.config and read from the AppSettings. Something like
<add key="StyleSheet" value ="http://domain/style/Style.css"></add>

Then in Onload event you can have "RegisterClientScriptBlock" to render the link code once...

In your aspx, call a protected property to get the stylesheet

<LINK HREF="<%=GetStyleSheet()%>" rel="stylesheet" type="text/css">

In your code-behind, expose a protected read-only property that
returns the path and name of your stylesheet.

string GetStyleSheet
{
get
{
return "MyStyleSheet.css";
}
}
