HowTo get proxy settings from applications?

Hello,

Does anybody know how to access Windows proxy settings from
applications? I am especially interested in the case where proxy
settings are configured dynamically by .pac files. I need some
(Windows system ??) function which delivers proxy settings depending
on host and URL (according to the JavaScript-function
"FindProxyForURL(url, host)" contained in .pac files).
