Is there a process accounting module?

I'm looking for a module that provides access to process accounting on
Linux systems. The native tools (sa, lastcomm, etc.) don't provide all
the information I need (specifically, process start time), though the
pacct files records (as detailed in acct.h) do include the data.

I couldn't find anything in CPAN...before I start writing C or pack
commands, anyone know if this wheel has already been invented?

Thanks.

I find it hard to believe that you could not find anything on CPAN.
