Menu not displayed above dropdown list

Hi Everyone
The menu that is generated dynamically on html page
does not overlap dropdownlist even if z-index of dropdownlist is set the
lowest. I had earlier posted the same problem and people replied saying that
this happens becuase windows renders it last. So is this behaviour stated
anywhere on microsoft knowledge base articles? I need to convince the client
that this is a windows issue.

You could invest in a 3rd party control that handles this scenario. Try
selecting the File or View menu on this page and notice that the menu covers
the dropdown list

Im using an Componentart and a standard dropdown.
The menu is used as an usercontrol (.ascx).

It still doestn work as it should work on the to over the dropdown.
