Mouseover problem

I am attempting to get a mouseover arrangement whereby when the mouse is
over a thumbnail it pops up a smaller version of the image that opens in
a separate page when the thumbnail is clicked on. I am recycling code so
I have a few problems..

I am using the following

how do I make the mouseover image a certain size - this case a maximum
of 200px wide?

If anyone can figure out why the image isn't popping up in a new page
when the thumbnail is clicked on I would appreciate it
