At line 48, the attribute value is closed with a double quote, while it
should be closed with a single quote:

Erroneous:

oncommand='window.open("chrome://sgtctoolbar/content/options.xul","Options","chrome")"
/>

OK:

oncommand='window.open("chrome://sgtctoolbar/content/options.xul","Options","chrome")'
/>

Get yourself a good XML validator and save time debugging.
