Part of the page from a file

Is it an HTML way of contructing a part of a page from a partial HTML
page.
In other words ... i want to have each pages differents except the top
part and the bottom part. To reduce the pages length it would be a
good idea to have a file top.htm and a file bottom.htm those file
content could be "inserted" at the top and the bottom accordingly at
each page. Is iit an HTML way of doing this ?

You can do this with "includes". Google this word up.
