pass on a xml file in a link

I want to open a link where I want to pass on directly a xml file when
starting a link like:
http://www.url.com/uploaded_file_1=xml

Normally it will be done over a form like:

<FORM name="main" target="_blank" method="POST"
enctype="multipart/form-data" action="map?1108975452">
<INPUT type=file name="uploaded_file_1" size=14>
<INPUT type=submit name="submit">
</form>

I have no problems to pass on text and figures in a link but how can i do
this with files.
