Permission to start / stop website

Hi,

I have a website on my local development machine that has a page where a
small number of services (that I have wrote myself) can be either started or
stopped.
The website uses forms authentication at present, so as far as I am aware I
can't use windows authetication (not sure if this is relevant or not)
At present the virtual directory that is running the application is set to
"Anonymous" Accss and is running under the IUSR_MACHINENAME account.

My every day user account does have permissions to start / stop windows
services on the local machine, but as i'm using forms authentication I can't
use windows authentication also.

I need the web application to have suffient permissions to both start and
stop a windows service.

This is what I have done so far (which has not worked)

Added the IUSR_MACHINENAME on the local machine acount to the local
administrators group.
Added the ASPNET account on the local machine to the local administrators
group

The above steps stll give me an "Access Denied" error. so I did the
following

I added the "EveryOne" group to the local administrators group but still I
get the access denied message.

can anybody please help or offer advice on the permissions that I need to
set so that my web application can have suffiicient privilages to start /
stop windows services.
