Proposal for restricted argument-dependent name lookup

    An access level specifier would be permitted after the "friend" keyword. The default would be "private" for backwards compatibility. If the sequence"explicit friend;" appeared in a class declaration, only friends of the class would be eligible for ADL for arguments whose type was the class.
