Question about custom features ...

Dear NG,

I have a question about the architecture of my ASP.NET 2.0 site:

Users can have custom features, I call it plugins. A plugin can be
UserAdministration, ProductAdministration, Payments, ...

Each plugin is realized by one or more sites.

Now, each users can use different plugins, eg.

UserAdm. ProductAdm. Payments
UserA x x
UserB x
UserC x x

My question: HOW should I realize this. Each plugin as a role? Or is
there any better way?
