I need to use a regular expression which allows:

* 0..250 characters length.
* All characters except for single-quote ( ' ) or percent ("%").

I've tried and failed miserably to construct such an expression that works.

Please help !

from the start (^) to the end ($)
any char except ( [^ ... ] ) your chars ( ' % )
0 to 250 times repeated ( {,250} )
