is there a way to retrieve the name of the user who is logged on on a
foreign Win Xp machine by giving the ip adress with c/c++ ?
A list of necessary function or source code would be helpfull.

Not with the standard C++ library, no. There may be a Windows-specific
function or method to do it - I honestly don't know - but you'll need
to ask in a group that discusses Windows programming if you want to know
about that.
