Set Title bar styles in WebPart not WebPartZone

Customizing the title bar style is straightforward with a WebPartZone, using
the System.Web.UI.WebControls.WebParts.TitleStyle class (and PartTitleStyle
tag).

However, I want to modify the title bar style on an individual web part.

1) What API do I leverage for modifying the title bar on an individual web
part basis?
2) The other style elements I can control in an individual web part override
the style elements in the enclosing zone, correct?
