NAME2=[ATTN: PETER LUPPINO ] in the HTML
is displayed as NAME2=[ATTN: PETER LUPPINO]

there must be a way to tell the browser NOT to suppress the spaces.
does anyone know how?

Try using the non-breaking space special HTML character.

eg:

NAME2=[ATTN: PETER LUPPINO     ]
