Tomcat errors on preloading properties.

I have a web.xml file that defines some properties files for our
system. During Tomcat initialization on one machine, all properties
load fine; on another machine, one (and only one, but always the same
one) will not preload.

I checked the confiugraion on both machines, but cannot determine the
problem.

It's all pretty standard stuff; can't see anything wrong.

Any ideas?
