I think we have no choice but to go Bill Clinton here. More
practically, anyone who fails to set up their server for all such calls

I ask now, and it really is because I do not know the answer here as
before, does anyone set up web servers that fail to handle POST, or PUT,
in reasonable ways? Is this even a meaningful question?

PUT is usually enabled on servers that need it for specific
purposes.

WebDAV has been mentioned.

If you need to use REST style web services is another reason.

Most web servers today has some type of dynamic server side "scripting"
(CGI, ASP, PHP, JSP/servlet, ASP.NET, whatever) and the use of forms
with action POST is widely used.

At least for me, that is not an "if" but a "what" !
