where to submit minor ideas, question

    So...say I had this minor suggestion for Ruby--like that File::BINARY
    should be defined in Linux (whether a bad idea or not) as 0xFF. Where
    should I submit such an idea? RCR?

    Second question:
    what is the easiest way to get the latest patchlevel of ruby for win32?
    I think the one click installer doesn't handle it. Ideas?
