Working with divs

I'm trying to superimpose 2 div, what I thought would be straight
forward but I can't seem to make it work the way I had hoped.

I have a sleeve div in which I have 3 divs (with sub-divs) header,
content, footer. What I am wanting to do is create a div that would
overlap the header div in the top right-hand corner so I could add a
few 'tools' (change language, print the current page, etc.). Could
someone possibly point me in the right direction.
