about j2ee and jwsdp

If I installed j2ee, do I have to install jwsdp for java web service
development? I did not install jwsdp, until now, eveything seems fine
(by the way, I am using JAX-RPC). If it not needed, why sun have a
seperate jwsdp soft pack?
