Do we have a new tool in .net to create ActiveX .cab file?

Hello, friends,

We have an ActiveX control that will be used in html web pages. We wonder
how to create .cab file so that web users may download it when they view this
web page.

(We tried MS Visual Distribution Unit/Cabinet, it did not work well. For
example, it could not extract ActiveX's dependencies.)
