Way to suppress WebResource.axd sent to client?

Hi, I have a mode in my website akin to "safe mode" where all scripting
is forced off (even if they still have JavaScript enabled on their
browser). In this mode, I don't want to send *any* script to the
client, just in case; however, if I use certain controls or aspects of
ASP.NET it needs to send one or more <script src="WebResource.axd tags.
Is there a way to explicitly suppress sending WebResource.axd
references?
