Web Reference not works in VS.NET 2k3

Hi folks,
I have problem with adding web reference in VS.NET 2k3, when i try to add a
web reference it don't prompt any error, but after that there is no
intelisense inside VS IDE, and when i write it w/o using intelisense the
compiler gen error that says: "I don't know what's Foo"
I tested my web services inside VS.NET 2k2 and it works.
I can't figure out what's going on in VS 2k3. May you help?
