connect to IIS

You should check several things.
#1 - Make sure you ARE Running Windows XP Pro, Windows 2000 or Windows 2003
#2 - Make sure IIS Is installed and Started
Check this by going to Start -> run -> Services.msc and looking for IIS
Admin and World Wide Publishing (Both of these need to be Available and
their status needs to be started). If they're not you need to install them
from the Start -> Control Panel -> Add Remove Programs -> Windows Components
#3 - Make sure you can Ping localhost -> Start -> Run -> cmd.exe -> ping
localhost. It should say 127.0.0.1
#4 - Make sure that it is running on Port 80 -> Start -> Control Panel ->
Administrative Tools -> Internet Information Server -> Expand and click on
the websites. The Ports are listed on the right side.
