Destination Unreachable --> WSE817:

I am getting following error while calling " Service A" which been
developed using WSE 2.0 from "Service B" which been developed using
WSE 1.0

_message "Destination Unreachable --> WSE817: The <To> header
must match the Actor attribute on this receiver. The <To> header
contained
"http://localhost/InternetServices/Email/Send/V1/SendEmailForClaimService.asmx"
whereas the Actor attribute was
"urn:InternetServices/Email/Send/V1/SendEmailForClaimService.asmx"." string


any suggestions ,grately appriciated.
