Enabling visitors to add comments to pictures

Hello
I would like to know if anyone has a suggestion on what CGI-program to use
in order for a visitor to be able to make comments on a picture on a website
I do see them now and the, but till now all are PHP; I am looking for a Perl
CGI-version
