error loading WS proxy

Hello

I am getting an error from a web application that uses a WSDL.exe generated proxy to access a web service. The error occurs in the machine.config file.
The file permissions for the proxy were reported to be out of sequence (when viewing permissions in the File Properties dialog). Upon resetting them, there were permissions only for Everybody. This is not acceptable. I added some permissions for myself and SYSTEM

Who(what) is the user that runs the machine.config file so I can give that user permissions to load the proxy

I'm viewing this issue and found that this is a duplicated one with another
