first time help needed

I've never tried writing a web service in VC++.Net but I want to give
it a shot. I went to the project wizard and just compiled the blank
service it came up with. It appeared under IIS and I went to the asmx
page it created. It gave me the following error:

Failed to access IIS metabase.

What kinds of permissions do I have to set to fix this? How do I do
that? I want to learn how to do all of this (I'm decent with VC++
already, by the way but just for writing apps). I need to be able to
run the web service in order to learn how to program it!

Any tips would be appreciated.

I fixed the problem by reinstalling .NET 2.0 (msdn article 555583).
