Help with dialing phone number

I am trying to find the right place to start. I need to find a way to dial a
voice number and recognize that I received an answer from the number. It
would be awesome to do some voice recognition but just knowing it answered is
a solid start.

I looked at JTAPI and JSAPI but I am not, quite, sure where to start. I
assume I need to go through a voice modem from the computer. and I found the
RXTX API for accessing the modem in a Windows environment.

If I could get some directional assistance that would be great. Pointers to
sample programs would be even better.
