Well - It'd be possible if you create your own tooltip functionality
and display an image inside that.
Something like that in the "onMouseOver" event of whatever element you
want your tooltip assigned to, you'll have to display another element
(for instance a div) working as a tooltip. And in case of a div then it
can hold whatever you want it to display, like a image.

Whether or not it'd be worth the trouble is an entierly differnet
discussion.
