Javascript Offline Cookie Visitor Question

I have tried using a offline browser and download manager to download
and copy web pages with java script timer countdown to my local disk.
The problem that I am having is when the web pages that I have
downloaded and made a copy to my local disk with the javascript timer
countdown, it is not setting or creating a cookie to show that the
page has been visited after the javascript timer countdown to zero is
done. How do I get copied web pages on your local disk with a
javascript countdown timer to start creating cookies after it has
countdown to zero in order to show that the copied web page has been
visited?
