I woul like to know how to make a pop up window in asp.net?

You create a JavaScript that uses the window.open() method, and use
Page.RegisterStartupScript() to add the script to the page so that it runs
as soon as the page is loaded.

How to Open a Centered Child Window:

Here is some code you can add to a module (or Shared class) and then call in
your UI (PageLoad w/o postback) like this.

This creates the java script and assigns it to a control with a Click event
(like a button).
If you want mouseover events setStatus=True and pass in a statusComment.
